Environmental Justice Research & Historic Preservation Consulting, LLC provides specialized, independent risk management and compliance services for major infrastructure, renewable energy, and municipal development projects. We bridge the critical gap between technical regulatory compliance and human-centric community relations. By combining deep expertise in NHPA Section 106 Historic Preservation with trauma-informed Environmental Justice (EJ) public facilitation, we help prime contractors, engineering firms, and government agencies secure permits, satisfy federal (Justice40/NEPA) mandates, and eliminate project-stalling community opposition.

Navigating Social, Cultural, and Compliance Risk for Major Infrastructure & Energy Projects

Regulatory hurdles, community opposition, and cultural resource missteps cost millions in project delays. We provide specialized, independent consulting to help prime contractors, engineering firms, and public agencies clear complex regulatory hurdles while building authentic community trust.

We bridge the gap between technical data, regulatory frameworks, and human communities.

Environmental Justice & Public Participation

We transform public friction into collaborative, legally defensible project consensus. We ensure your project fully complies with federal Justice40 initiatives, NEPA public involvement mandates, and state-level equity requirements.

High-Stakes Conflict Facilitation: Designing, moderating, and neutral facilitation of emotionally charged public town halls, hearings, and community workshops.
Inclusive Outreach Strategies: Designing public participation plans that ensure language accessibility, high turnout, and equitable engagement in marginalized or historically overburdened census tracts.
EJ Screen & Demographic Reporting: Translating data from tools like the EPA's EJScreen and CEJST into clear public engagement insights and robust public comment response logs for EIS chapters.

Historic Preservation & Section 106 Compliance

We protect cultural heritage while keeping your project moving forward. We navigate the intricate regulatory maze of the National Historic Preservation Act (NHPA) to protect your timeline from unexpected historic or archaeological hurdles.

Section 106 Process Management: Guiding project applicants through the entire four-step Section 106 review process at both federal and state levels.
Regulatory Agency Coordination: Serving as the direct liaison between your project team and State Historic Preservation Officers (SHPOs), ensuring prompt and compliant reviews.
Cultural Resource Documentation: Preparing baseline architectural history documentation, area of potential effects (APE) mapping, and historic context narratives for environmental filings.

Tribal & Indigenous Community Consultation

Government-to-government consultation requires deep cultural humility, historical awareness, and strict adherence to federal protocols. We serve as an expert, neutral intermediary to facilitate respectful and effective communication.

Traditional Cultural Property (TCP) Dialogue: Facilitating discussions surrounding the identification and preservation of ancestral lands, sacred sites, and cultural resources.
Consultation Framework Design: Helping federal and state agencies structure consultation processes that honor tribal sovereignty and fulfill statutory obligations.
Consensus-Based Mediation: Navigating complex negotiations regarding project impacts, mitigation agreements, and Memorandums of Agreement (MOAs).
